and represent a vow made to a god in order to obtain a divine favor stipulated in advance.

This legend is usually something like

on most of these types. The wreath types are very common and, like the altar with inscription types, were issued on the occasion of the emperor paying his vows every fifth anniversary of the beginning of his reign. The vows were a money sacrifice paid to the gods (later the Catholic Church) in thanks for the last five (or other multiple of five) years and to ensure that the emperor would have a good reign during the next five) or other multiple of five) years.  This coin could be translated something like, "Having redeemed my vows to rule well for a period of ten years, I extend the vows to a period of 20 years".  Other translations go something this:  "I vow to rule for 10 years, God willing, maybe twenty".
